Narrative description of Project:

The Government of Nepal (the Government), has received financial assistance from Asian Development Bank (ADB), for financing the SASEC Highway Enhancement Project (Construction Supervision of Kakarbhitta Laukahi Section). Under the Project, about 120 Km road section of East West Highway from Kakarbhitta in Jhapa District to Laukahi in Sunsari District including Major Bridges at Ninda, Biring, Kankai, Ratuwa, Bakra and Lohendra river will be improved/upgrated from the existing two-lane configuration to dedicated four-lane configuration, with service lanes in selected areas. To implement the project, construction works are planned to be carried out under multiple civil works contracts (construction contract), follows:

 

Package 1: SHEP/OCB/KL/01: Upgrading of Kakarbhitta – Laukahi Section of East-West Highway (45 KM)

Package 2: SHEP/OCB/KL/02: Upgrading of Kakarbhitta – Laukahi Section of East-West Highway (40 KM)

Package 3: SHEP/OCB/KL/03: Upgrading of Kakarbhitta – Laukahi Section of East-West Highway (10.76 KM)

Package 4: SHEP/OCB/MBKL/04: Construction of Major Bridges (NInda, Biring and Kankai.)

Package 5: SHEP/OCB/MBKL/05: Construction of Major Bridges (Ratuwa, Bakra and Lohendra)

This Project aims to improve/upgrade the 95.76 km section of the East-West Highway from Kakarbhitta in Jhapa District, passing through Morang District on the way to Laukahi in Sunsari District, from the existing two-lane configuration to a dedicated four-lane configuration, including six (6) major bridges, with service lanes in selected areas.

 

Construction work is to be carried out under multiple concurrent civil works contracts comprising three (3) road packages and two (2) bridge packages, each with three (3) year construction periods. Social and resettlement safeguards, environmental protection, biodiversity conservation, gender equality and social inclusion, health and safety, HIV/AIDS and human trafficking awareness are integral components of the Project.

 

The improved road is the first in a series of planned improvements to existing national highways as proposed in the Governments Five-year Strategic Plan 2073-78 aimed at developing internal and international connectivity and sustainable cities/settlements.


Description of actual services provided in the assignment:

The main objective of the consulting services is to assist DOR with the supervision of all five concurrent civil works packages to achieve a high-quality outcome within time and budget that fully complies with the specified designs, standards, contract requirements and sound engineering practice. The training of Department of Roads (DOR) and Ministry of Physical Infrastructure and Transport (MoPIT) personnel during the Project is also an important objective of the consultancy services.

 

The consulting services to be provided include the following:

  • Comprehensive supervision of project implementation activities carried out by the five contractors to ensure complete compliance with the technical specifications and stipulations in their contract documents;
  • Review alignment, geometric design, embankment and pavement design, slope stability, cross-drainage, overpass and underpass structures provided in the contract documents and suggest any necessary adjustments/revision that may be required to suit actual site conditions;
  • Review the structural design of all components and suggest any necessary adjustments/ revisions to suit actual site conditions;
  • Inspection/monitoring of existing road conditions, traffic movement and contractor management, and take action where management and maintenance can be improved;
  • Civil works contract administration according to the conditions of contract;
  • Review and audit quality assurance of the civil works carried out by the contractors to ensure quality compliance;
  • Monitor progress of construction works according to the work program and the overall project implementation schedule;
  • Coordinated completion of all works within the stipulated time limit
  • Monitor and verify compliance with environmental protection and biodiversity conservation measures;
  • Ensure the effectiveness of social and resettlement, gender equality and social inclusion measures, plus HIV/AIDS and human trafficking awareness;
  • Oversee occupational health and safety measures by contractors, plus the safety of residents along the road impacted by construction and road improvements; and
  • Assist the Client in all aspects of project implementation and provide training for PIU, DOR and MoPIT personnel
